Definition
The law dated December 31st, 1970, has the following special characteristics :

• About drugs consumption, it associates a medical treatment to the penal sanction,
• About drugs trade, to enforce the repression..

This Law was later on complemented and modified.
Its content is now part of the Public Health Code and the Criminal Code.

Users between the law...
The Law dated December 31st, 1970, criminates the simple use of any product classified as an illegal drugs, making no difference between :

• Hard and soft drugs,
• Consumption in private or in public,
• Occasional or regular habit.

It represses any offence against law , without any difference from simple consumption to production, not between products.
The user of an illicit drug is thus considered as an offender who must be punished.

...And treatment
However, this same user will also be considered as a patient who should receive medical care.
Although it does not specific prevention actions, the Law does contemplates that care should be given anonymously and at no charge, ain the frame of a sanitary and social taking in hands subsidized by authorities.
